1.0   LEAGUE FORMAT:

1.1   MEMBERSHIP ELIGIBILITY (PRIORITY):

  1. League members and alternates who participated in the prior year's league.
  2. Prior league members and alternates.
  3. All others based on availability.

1.2   PLACE:

North and South courses at Stow Acres C.C., Stow, Massachusetts.

1.3   TIME & TEES:

The league is divided into groups that have assigned tee times starting at 4:00 PM.  A schedule of tee times will be published at the beginning of the season.  Players must be ready for their scheduled tee time.  If a player is missing from a foursome, the other members of the foursome must tee off when called by the starter and cannot wait or delay for missing members.  Players who arrive late should meet their foursome on the course and begin play on the next hole.  If a foursome misses their assigned tee time they will have to wait until the starter can fit them onto the course.

The following tees and maximum 9 hole handicaps will be used for all regular season matches, playoffs and tournaments:

Men = Men's Tees (White)                       Maximum Handicap = 18

NOTE:  Alternates substituting for a player in a particular flight MUST play from the tees that that flight is assigned to play from.

1.4   FLIGHTS & TEAMS:

Flights are formed by dividing the league into groups based on 9-hole handicaps.  Based on the size of the league there may be multiple flights with different handicap limits.  Players cannot use a handicap that is greater than the maximum handicap for the specific flight.  Anyone whose handicap exceeds the upper limit of their flight will be flagged with an asterisk (*) next to their handicap.  Players with handicaps that exceed the bounds of their existing flight may find themselves moved to the next appropriate flight next season.  In the case of new league members and others with no partner preference, the committee will assist in pairing teams.

1.5   TYPE OF PLAY:

FOUR-BALL match play - A match in which two players play their better ball against the better ball of two other players. Please read in the Rules of Golf/USGA for information on match play.

3.0   AWARDS:

Awards will be given to the top teams after the completion of league play. 

 

4.0   GENERAL RULES:

4.1   DUES: (also see- 4.12 GREEN FEES:)

Dues are $25.00 for full-time members and $30.00 for alternates, payable at the time of registration.  They are used to help defray the expenses incurred by awards and league operations.  Dues and green fees are NOT refundable after registration and assignment of teams.  Also, benefits accrued by paying dues are not transferable; i.e., someone cannot take your place on a team, or play in a tournament.  New members or alternates who join the league during the season will still be required to pay full membership dues.

4.2   ALTERNATES:

There are a number of golfers who for one reason or another are not able to play regularly on a once a week basis.  In addition, there are new members who wish to join the league after the start of the season.  For these reasons we have an alternate list from which regular team players can choose replacements when they are unable to attend a match.  There is no limit on the number of matches alternates can play, but alternates are not to be the private replacement of any particular player or team; therefore, an alternate must play for the first team that asks them.  Before an alternate is eligible to play his handicap must be verified by the committee and posted on the alternate list (no last minute ringers).  All team vacancies must be filled from the published alternate list.  Players should attempt to choose an alternate from within the ranges shown below preferably as close to their own handicap as possible.

New alternates may join the league during the season up to and including Week 8 of regular season play. No new alternates may be added after July 9.

Alternates must use their listed handicap or the maximum permitted for the league or whichever is lower.

Alternates will not be allowed to take part in any organized season ending playoffs.

Alternates should pay green fees to the team member they are substituting for and not the pro shop.

Alternates must have established an official handicap by playing a minimum of 4 matches before being eligible to win Low Net prizes at any league organized outings.

4.3   ATTENDANCE:

Players who join the league as regular team members (not as alternates) are making a commitment to play a full season.  We do not want part-time team members or those who disappear as the league progresses.  It is recognized that most of us at one time or another have unavoidable circumstances (vacations, travel, emergencies, meetings, etc.), which make it impossible to play every match.  We don't expect every player to make every match but we do expect that a reasonable attempt will be made to arrange for an alternate.  You alone are responsible for arranging for an alternate.  It is not the responsibility of your partner or the committee to do this for you.  THREE consecutive absences from your team, or 5 overall, may result in removal from your team to the alternate list, without refund of dues or green fees.  When selecting an alternate, you must choose a name from the published alternate list as stated above in Section 4.2.

4.4   RESCHEDULED MATCHES AND MISSED HOLES:

In order that we can publish accurate and up to date standings and handicaps, it is important that matches are played as scheduled.  Matches delayed by inclement weather usually affect a complete division and are unavoidable.  Pre-played or post-played matches WILL NOT BE ALLOWED.  If regularly scheduled play is cancelled by Stow Acres management or a Golf Committee member due to inclement weather every effort will be made to notify members in advance by email. In the event that play is officially cancelled due to inclement weather, the committee in consultation with the pro shop will define a make-up date when all cancelled matches will be played at the same time.

If a player arrives late or leaves early without playing a number of holes those holes cannot be replayed after the hole is concluded.  A hole is complete when a tee shot on the next hole has been struck. A late player may not join play of a hole if any second shots have been executed after the initial tee shots. The missing player is not included in the match for the missed hole.  For scoring purposes a score will be recorded that will be par plus handicap or the lowest score that does not affect the results of the match on that hole.

4.5   FORFEITS:

Teams that fail to play a match as scheduled shall forfeit.  A forfeit is worth a minimum of five (5) points and a maximum of nine (9) points to the team receiving it.  The team that receives the forfeit must play on the scheduled night and turn in a scorecard.

Points should be scored based on a match played against par.  A team should score 1/2 point for a 'better ball' net par and 1 point for a 'better ball' net birdie or better.  If they score a 'better ball' net bogie or worse they score 0 points.  Final points for the team should be the actual points scored or 5, whichever is greater.  The forfeiting team will receive 0 points on the scorecard.

Teams that are repeat forfeit offenders (more than 3 times) may be removed from league play based on a decision by the Golf Committee.  All previous matches will be voided and byes awarded to all other teams with the resulting change in the standings.


4.6   HANDICAP CALCULATION:

Beginning in 2020 the USGA handicap calculation has migrated to the worldwide World Handicap System.  For this league the best 6 of the last 14 rounds will be used for handicap calculations to determine a player’s handicap index.  This handicap index will then be used to determine the player’s weekly handicap based on the 9-hole slope of the course being played.  Prior year handicap will be used to populate 4 initial scores for the start of the new season and will be replaced as actual scores are recorded.

A.   For new members the scoring software for the league will compute handicaps as follows:

    1. New players are assigned handicaps based on the player's first round of play at Stow Acres unless the player has an official WHS/USGA index in which case that is used.  SEE SECTION 4.6 B.
    2. Beginning the season 4 equal scores, representing the average for the established starting handicap, will be used as the database for the handicap system. These 4 scores will be replaced 1 at a time by the first four actual scores as they occur during the season. Handicaps will be based on the average of the best 2 of the four scores. This prevents dramatic handicap changes in the first few weeks of the season.
    3. Scores are entered into the handicap system for each round played. Four scores will be in the system until the initial scores are replaced as defined in paragraph 4.6.A.2. and then the data base will be expanded to include all current year scores.

EXAMPLE: A new player scores 47 for their first round which is equivalent to an 11 handicap. This means that he has an average score of 47 in the first 4 weeks score slots to begin the season.

B.  In order to start the season with handicaps for everyone, new members (including new alternates) are encouraged to play a round at Stow C.C. prior to the official league startup.  The scorecard from this round should be submitted for handicapping purposes.  New players with an official WHS/USGA Index should submit that to establish a starting handicap.  If the new member is unable to play this early round, then his/her first night of league play will determine the handicap.  Teams playing with a new member will then be responsible for calculating the new member's handicap the first week, from a chart included in these rules (see Handicap Conversion Chart - page 17). The team will then re-calculate each hole just played using the new member's handicap, and then complete the Maynard Golf League scorecard. The committee reserves the right to adjust gross errors in the starting handicap of new members and may also re-calculate all match points won or lost prior to the readjustment.  Any adjustments will be made prior to the 4th week of play. 

C.  Alternates must play a minimum of 36 holes at Stow Acres C.C. in order to establish an official league handicap, and be allowed to compete for handicap prizes in any tournaments. These holes must be played during league play. Attested scorecards must be dropped in the Maynard league folder located at Stow Acres C.C. bulletin board.


 

4.7   SANDBAGGING:

The technique of keeping your handicap as high as possible is called "sandbagging". Most members of the league consider it cheating and would prefer to try their best at all times with the course and par as the primary opponents. Winning matches is fun but it shouldn't be done at any cost.  In order for you to protect the league from sandbaggers it is necessary for you to enforce the following:  If either team will not gain any advantage (win or tie) by your action you must concede your opponent's next stroke by physically removing his/her ball with a club or otherwise and he/she must not continue play on that hole. That means that he/she must add one (1) stroke to the number already taken at that point and record it on the scorecard.  For a player with a handicap of 9 or less, the score shall not be less than par; handicap 10-20, not less than 1 over par.  Please do not question your opponents' right to this standard.

Note: If a player plays a stroke to indicate the line to his/her partner after that stroke has been conceded, loss of the hole will result.

4.8   BYES:

In some divisions there might not be an even number of teams.  For the night that any team is scheduled to play a "BYE" opponent, the team should follow the rule for playing forfeits in Section 4.5.

4.9   STROKES:

The lowest handicap in the foursome is used to determine the number of strokes given to each member of the foursome. The following example illustrates a typical foursome playing a Flight B match.

In this example, players Mary, Bob and Dave receive strokes from Tom since he has the lowest handicap.  Mary gets (1) stroke on the first (4) handicap holes (see Section 4.10 for more information). Bob gets (1) stroke on the first handicap hole. Although Dave has a handicap greater than 18, he must play with the maximum handicap for men in Flight B that is 18; therefore, Dave gets (7) handicap stokes. 

4.10   STROKE HOLES:

The stroke holes are based upon the degree of difficulty as determined by Stow Acres; therefore, in the following table, holes with the lowest number have the greatest degree of difficulty.

4.11   SCORING:

A team can win a maximum of nine (9) points per match. One (1) point is awarded to a team for each hole won. A half (1/2) point is awarded to each team for each hole halved (tied). The pre-printed scorecards which will be available in the clubhouse on the bulletin board should be used to record the results of all matches.  Scorecards should be completed and returned to the folder on the bulletin board. 

How To Score The MGL Scorecard (See sample card).

  1. When on the course score the actual number of strokes taken (include concessions). Note: USGA Rule 2-4 - Conceding opponent's next stroke "When the opponent's ball has come to rest, the player may concede the opponent to have holed out with his next stroke and may remove the opponent's ball with a club or otherwise. If the opponent's next stroke has not been conceded, the opponent shall play without delay in the correct order."
  2. All matches MUST be played using handicaps calculated as the result of the previous week's play.
  3. The actual gross score on each hole for each player should be recorded as shown in the example scorecard.
  4. It is not necessary to record net or total scores.  These will be calculated by the scoring system. 
  5. The preprinted scorecards will indicate on what holes handicap strokes are awarded.  If a player’s handicap exceeds the maximum allowed for A Flight (10) or B Flight (18 men / 20 women), the scorecard should be adjusted accordingly and match results determined based on the maximum.
  6. It is not necessary to record the Adjusted Gross Score as defined by the World Handicap System. For informational purposes only, the WHS Adjusted Gross Score is determined by limiting the maximum score on a hole to net par plus two strokes (“net double bogey”).
  7. The team row can be used to record hole-by-hole and total match results as shown on the card.
  8. Note on the card if the match was a forfeit or if there was a no-show.
  9. Cards will not be checked by a committee member for accuracy of individual hole by hole scores. Accuracy is the responsibility of the players.
  10. Be sure the card is correct before signing.
  11. A player from each team SHOULD sign the final card for it to be official.

ONCE A SIGNED CARD IS SUBMITTED THE RESULTS ARE OFFICIAL AND FINAL.  No changes for hole-by-hole scores will be made, regardless of the error.  It is the responsibility of each team to check the official card before it is signed and submitted.

Players must record at a minimum their actual hole-by-hole scores.  Total scores and team points will be calculated automatically.

Sign the scorecard to attest to its validity (both teams must sign the card). If a team does not sign the card their individual scores will count towards handicap but they will receive no points for the match. The team that did sign the card will not be affected. You are responsible for the accuracy of your opponents scores as well as your own. A designated monitor will be responsible for collecting the scorecards and entering the information into the computer. If you play on the scheduled night, it is your responsibility to put your scorecard in the MGL box. If there is no score card submitted for any match on a given night, it will be assumed that the match was not played and both teams will receive zero (0) points for the match. There can be no exceptions to this rule.

4.12   GREEN FEES: (also see- 4.1 DUES:)

All members are required to prepay their green fees for regular season play with the submission of the application. No member or substitute should pay the pro shop for green fees of regular season matches. It is the responsibility of the member to be reimbursed by the substitute for green fees as posted in the pro shop. The golf committee will not make any reimbursements for green fees. For playoff matches each player should pay green fees directly to the pro shop.

If any member is forced to terminate their membership the league will make no reimbursement of green fees. The committee will provide assistance in finding a replacement, but it is the member's responsibility to find a new member and be reimbursed for unused green fees.

4.13   COURSE:

A schedule of starting times and starting holes will be published and distributed to all members prior to the beginning of the season. All players should be prepared to tee off at their assigned time. No foursome will be allowed to wait for a player who is missing. If a foursome misses their tee time they will have to contact the starter or pro shop to be rescheduled that night at the discretion of the starter. Be sure to indicate on your scoring sheet the actual course played.

4.14   INCLEMENT WEATHER:

Stow Acres management and the golf committee will decide if conditions are too poor or dangerous to play. If advance notice has not been issued you must be present at Stow to determine if the match will be played. Conditions there have a habit of being different than at other locations and we don't want any needless postponements. The announcement of cancellation for the day will be posted in the clubhouse and if time permitting will be sent by Email.  In the event of a cancellation the committee will work with the Stow Acres Pro Shop to arrange a makeup date for the cancelled matches. See RESCHEDULED MATCHES for more information.

4.15   SUSPENDED PLAY:

Any member of a foursome has the right to suspend play and take shelter if at any time he/she feels there is danger from an electrical storm in the area.  Rain or visibility by themselves are not valid reasons to suspend play unless it is by mutual agreement of all members of the foursome.

Suspended matches must be resumed from the point at which they were stopped, and completed by the end of the day; or by mutual agreement all remaining points may be split.  A suspended match cannot be resumed on another date.  If the match is resumed, players shall record actual scores.  If the remaining holes are split, each player score on a hole should be par plus the player's full handicap on that hole.

4.16   PROTESTS:

Players should make every effort to resolve their differences in an honest, friendly manner. Any problems that cannot be resolved by the teams involved must be submitted to a member of the committee in writing on the back of the scorecard the night of the match. The committee will resolve these differences using the USGA rules as modified by the league. Keep in mind the intent of the league which is:

 

"TO ENJOY THE GAME OF GOLF IN A FRIENDLY, COMPETITIVE SPIRIT."

4.17   FINAL STANDINGS - TIEBREAKERS:

DIVISION CHAMPIONSHIP - To determine the final standing of the division champion and runner-ups the following priority will be used:

1.      Team with the most cumulative points won in league matches.

2.      Team with the most points won in head to head matches.

3.      Team with the best net score in head to head matches.

4.      Team with the best gross score in head to head matches.

5.      A coin toss monitored by a member of the golf committee. (See Note below)

Note: If there is a tie for division standings after the first 4 selection criteria, the tied teams will be given 3 days after notification to complete a mutually agreeable selection process.  If agreement is not reached within the time limit, the golf committee coin flip will be implemented and become binding.

Note: If more than two teams are tied. The tiebreaker priority is the average results of head-to-head matches between all teams who are tied.

PLAYOFF - Should a tie occur after the end of regulation play, play should continue on the first hole that the match started.

 

5.0   PLAYING RULES:

In general the rules are as stated in the USGA Rulebook.  Pay special attention to the sections which refer to Match Play as opposed to Stroke (Medal) Play and specifically to Fourball Match Play.  At this time it should be pointed out that there is no such thing as an 'obscure rule' and there is nothing wrong in expecting that all rules be observed. Beginning in 2019 there was a significant update to USGA rules. A summary of major changes are listed below along with specific Maynard Golf League local rules that should be followed.

 

 

NEW USGA GOLF RULES BEGINNING IN 2019

 

Bunkers and Hazards: 

Player will be allowed to touch or move loose impediments in a bunker or hazard and will be generally allowed to touch the sand or hazard with a hand or club with the following restrictions.

-      Deliberately touch the sand in a bunker or surface in a hazard with a hand, club, rake or other object to test the condition of the sand to learn information for the stroke.

-      Touch the sand in a bunker or surface in a hazard with a club in making a practice swing, in grounding the club right in front of or behind the ball, or in making the backswing for a stroke.

Putting Green Damage: 

Player is allowed to repair any damage on the green: "Damage on the green" will be defined to include all types of damage (such as ball marks, shoe damage, indentations from a club or flagstick, animal damage, etc.) except aeration holes, natural surface imperfections or natural wear of the hole.



Taking Relief (ball drop): 

Player will continue to drop a ball when taking relief, but the dropping procedure will be changed in several ways: How a ball may be dropped is simplified; the only requirement will be that the ball be let go from the knee height so that it falls through the air and does not touch any part of the player's body or equipment before it hits the ground.

Ball Moved On The Putting Green: 

Procedure for when a ball on the putting green is moved by wind, water or other natural forces, so that it must sometimes be replaced and sometimes be played from its new spot: 

-      If the ball had been lifted and replaced on its original spot before it moved, the ball must always be replaced on its original spot, regardless of what caused it to move.

-      The ball must be played from its new spot only if the ball had not been lifted and replaced before it moved.

 

Damaged Clubs: 

A player will be allowed to keep using and/or to repair any club damaged during the round, no matter what the damage and even if the player damaged it in anger. A player will not be allowed to replace a damaged club, except when it is damaged during the round by an outside influence or natural forces or by someone other than the player or his or her caddie

 

Flagstick In The Hole: 

There will no longer be a penalty if a ball played from the putting green hits a flagstick left in the hole. Players will not be required to putt with the flagstick in the hole; rather, they will continue to have the choice to have it removed (which includes having someone attend the flagstick and remove it after the ball is played).

Unplayable Ball in Bunker: 

The player has an extra option allowing relief outside the bunker using the back-on-the-line procedure, but for a total of two (2) penalty strokes.

Double Hits: 

If a player's club accidentally hits the ball more than once during a single stroke there will be no penalty and the ball will be played as it lies.

 

Search Time for Lost Ball: 

The allocated time for searching a lost ball has been reduced to three (3) minutes maximum.

 

 

MAYNARD GOLF LEAGUE – LOCAL RULES

 

Out of Bounds or Lost Ball: 

As a time saver a player will have the following options for Out of Bounds and Lost Balls.

-      If you hit a ball out of bounds you now have two choices:

o   re-hit from the same spot - penalty is stroke and distance - same as we used to do

o   drop a ball at the edge of the fairway perpendicular to where you went out of bounds - no nearer the hole - two stroke penalty

-      If you have a lost ball in a non-penalty area, drop a ball at the edge of the fairway no nearer the hole from where you think the ball was lost - two stroke penalty

 

Addition of League Alternates:

No new alternates may be added for league play after Week 8, July 9.

5.1   PUTTING:

·       During the play of a hole, a player shall not test the surface of the putting green by rolling or roughening or scraping the surface.

·       Before a ball on the putting green is lifted, its position shall be marked. If the player fails to mark the position of the ball, the player shall incur a penalty of one stroke and the ball shall be replaced.

·       If the player's ball knocks the opponent's ball into the hole, the opponent shall be deemed to have holed out at his last stroke. If the player's ball stopped on the spot formerly occupied by the opponent's ball, the player shall first play another stroke, after which the opponent shall replace his ball.

·       There is no penalty if a player's ball moves any other ball in the match. The owner of the moved ball shall replace his ball.

5.2   LOCAL RULES:

PREFERRED LIES - (up to 6 inches) may be taken any time the ball is on the fairway of the hole being played. A preferred lie is not permitted to clear any natural object that may tend to interfere with play. It should be noted that USGA rules do not use terms such as 'fairway' or 'rough' but only 'through the green'. For purposes of this rule 'fairway' is considered to be the short mowed grass area on the course. If in doubt about the fairway, consult your opponent before moving your ball. The penalty for moving your ball in the rough shall be one stroke.

OUT OF BOUNDS, and LOST BALL - at their option the owner can use the stroke and distance rule as USGA Rules allow or may choose the League local rule and drop another ball on the edge of the fairway at the mutually agreed point where the ball was out of bounds or lost with a two (2) stroke penalty.

How to use Out of Bounds or Lost Ball rules - Two players hit their ball out of bounds. Player A can take advantage of the relatively good distance he hit by dropping a ball at the point of exit with a two stroke penalty (local rule). He now lies three, hitting four. Player B's ball may have traveled a good distance also. However the point of exit is so close to the spot where the owner previously hit that the two stroke penalty would not be a wise choice. He should use the USGA rule as stated and play another ball from the original point. If this was from the tee he may re-tee the ball. He lies two hitting three. If he can successfully hit this shot he could possibly be equal to player A and now both would lie three.

Rule of thumb to use would be: Always take USGA stroke and distance penalty if the yardage traveled in bounds is short and you have reasonable confidence in hitting the next shot better.

PUTTING OUT - Once a player has begun putting it is their option to continue until they have holed out. No partner or opponent can insist that they not finish once they have begun. This is a local league rule implemented to encourage fast play and is not compliant with USGA Rules.

UNPLAYABLE LIE - A player can declare their ball unplayable at any time. They have three options (each of which will cost them one penalty stroke):

-         They may return to the point they took the previous stroke.

-         They may drop straight back from the original position as far as they want to go, keeping the point of unplayable lie between them and the hole.

-         They may drop the ball anywhere within two club lengths of unplayable lie not nearer the hole.

 

NOTE: The fact that relief from an unplayable lie may or may not avoid 'woods' or 'rough' is immaterial except that option 2 and 3 require that an unplayable lie within a hazard (sand trap) must remain in the hazard. There is no penalty for playing a wrong ball from a hazard.

5.3   COURTESY:

·         Be prompt in arriving at the course.

·         Know who your opponents are and the handicaps before you get to the course.

·         Notify your partner and your opponents if you are going to have an alternate. You must arrange for an alternate if you are going to be absent. Don't make your partner call alternates.

·         Try to arrange for alternates well in advance. Vacations seldom come up without several weeks notice and you should always be able to find an alternate.

·         Replace all divots and repair all ball marks on the green.

·         Always rake sand traps on leaving.

·         Keep quiet and still while others are playing.

·         Allow faster players to play through. Don't resume playing until they are out of range.

·         The maximum time allowed searching for a lost ball is 3 minutes.

·         Move off the green as soon as you are finished putting.

·         When near or on the green, do not stand in the straight line from the shooter's ball to the hole, either behind the ball or behind the hole.

·         You must always hole-out with the same ball you teed off with unless it is damaged. In this case you must get consent of opponents to change balls before the next stroke is played.


 

5.4    HANDICAP CONVERSION CHART:

To be used to establish an initial handicap for new players in the league after the first week of play.  Determine first round WHS (World Handicap System) score (see 4.11 SCORING   #6) and refer to table for appropriate handicap.
